+Applicants must be at least 21 years of age (unless active duty military) and must meet federal qualifications to purchase a handgun.
Must be a legal resident of this state for the six-month period preceding the date of application under this subchapter or is otherwise eligible for a nonresident license.
Clean criminal history
+Not currently charged with the commission of a felony, Class A or Class B misdemeanor, or equivalent offense, or an offense under Sec. 42.01 of the penal Code (Disorderly Conduct) or equivalent offense, is not a fugitive from justice for a felony, Class A or Class B misdemeanor, or an equivalent offense.

+The classroom instruction may be a four to six hour course and must cover the four (4) statutory required topics:
Denying the right to open carry infringes on the Second Amendment. It's another way for law-abiding individuals to protect themselves. Displaying a gun openly could deter criminals from taking action. Other states allow open carry with no problems.
The law will increase the risk of gun-related injuries and deaths, whether it be accidental or intentional. Open carry will create an atmosphere of intimidation and fear. Police will have a hard time discerning between criminals and gun-carrying law abiding citizens.
All guns are banned at businesses that make 51% of their money from the sale of alcohol.
Existing law ban guns in state-licensed hospitals, but it doesn’t include psychiatric hospitals because they aren’t licensed by the state.
Open carry is banned at schools. However in August 2016, the new campus carry law will go into effect and allow concealed carry.
You can't carry while intoxicated/on drugs - whenever you don't have the normal use of your mental/physical faculties as a result of some substance.
"Under the law, I cannot adopt a policy that has the general effect of excluding licensed concealed handguns from campus...I agree with the working group that a classroom exclusion would have this effect...I do not believe handguns belong on a university campus, so this decision has been the greatest challenge of my presidency to date."

Pursuant to Section 30.07, Penal Code (Trespass by license holder with an openly carried handgun), a person licensed under Subchapter H, Chapter 411, Government Code (handgun licensing law), may not enter this property with a handgun that is carried openly.
